Fix helm and yq versions and run make in all folders.
All updates are to CRDS that are not referenced through a kustomization.yaml file, except the external-dns one, but that is also only putting in multi document separator.
I adding the norelease label because it is touching a crds.yaml that isn't referenced and the only one referenced is getting a separator.
