feat: decode video with VA-API on Linux - #494

FFmpeg is linked against a stand-in for libva that loads it with dlopen, so the libraries load on machines without libva. VA-API comes before Vulkan Video, whose device can be created where the driver does not decode.

Adds VA-API (H.264, HEVC, VP9, AV1) for Intel and AMD GPUs on Linux. FFmpeg is linked against a small stand-in for libva that loads it with dlopen, so the libraries still load without libva; a readelf check after the build makes sure none depends on it. VA-API is tried before Vulkan Video, whose device can be created where the driver does not decode. The build needs libva-dev for the headers.
