- cmd_env への委譲と chdir + PWD の差し替えを tui/env_delegate.py へ移す。env メニュー (actions_env) と画面はそこを使い、画面からメニューを読まない。_screen の遅延 import をやめる - グループの選択 (group_attrs) を _select_group と同じ actions_env_keys へ移す - delegate_attrs などの 'global' を secret_store の KIND_GLOBAL にする - test_the_tui_never_writes_the_store_itself: inspect.stack で呼び出し元のモジュール名を見る 検査をやめ、委譲した cmd_env の実行中にだけ置き場への書き込みが起きることを確かめる (内部への依存を外した。モジュールを分けても検査が効く) - test_actions_env の run_in_project のテストは差し替え先が env_delegate に変わった Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

env コマンドと TUI の env 画面を内部で整理しました。grouped の判定・サブコマンドの振り分け・Enter 待ちを 1 か所へまとめ、env の画面とメニューの循環参照を解消しています（#310、スプリント m10a のブランチへ集める変更）。
