agy に配る定義の形と model の扱いは未決として設計へ渡す。

pace: normal の昇格で、承認ゲート 2 の停止が昇格の承認資料へ承認したコミットの行を書き、
promote-approved が --approved-from でその SHA と先端を照合する設計を書いた。
照合の基準は承認資料の行だけにし（未決 1）、資料なしの --gate-approved user は 2 で止める（未決 2）。
用語集へ「昇格の承認資料」を足した。

Docs: #2087 の設計を書く（agy に配る定義を生成した写しにし model を tier 名へ変換する）

dev.agy/agents の symlink をやめ、scripts/lib/agy_agents.py が plugins/ndf/agents から
写しを生成する。model は対応表で sonnet→flash・opus→pro に変換する（外すかは承認ゲート 1 で決める）。
agy 1.4.7 と 1.3.4 で変換・外す両方の形が validate を通ることを実測した。
用語集に「agy に配る定義」「model の対応表」を足す。

Add: 利用者の Chrome を開発コンテナから CDP で操作する Skill chrome-cdp を足す

ログインと目視は利用者の Chrome で行い、大量の操作は Cookie を取り出して
コンテナの headless で回す。リモートのホスト（EC2 など）の上のコンテナからは、
SSH の RemoteForward とホストの中継（socat）で届かせる。9222 をネットワークへ
開かないこと、対象の origin の Cookie だけを取ることを決まりにする。

Update: playwright-kit の利用者の Chrome への接続を ndf の chrome-cdp へ寄せる

- browser-connection.md から Chrome の起動フラグ・WSL2 / macOS の経路・ネットワーク別の到達手段を外し、/ndf:chrome-cdp を案内する。pytest の cdp-remote 設定と conftest の統合は残す
- 既定のプロファイルで CDP を開く手順は Chrome 136 以降で動かず、--remote-allow-origins=* は検査ごと外すため、どちらも使わない
- 同じ前提に立つ scripts/start-host-chrome.sh を削除する
- cdp_endpoint は IP で書く（名前だと Chrome が Host ヘッダを理由に拒む。IP なら Host を書き換えずに connect_over_cdp が通ることを Chrome 155 で確認）。テンプレートの例も IP に揃える
- chrome-cdp に、Host の書き換えが要るのは名前で接続するときだけであることを書き足す
