スプリント m1914（10.22.0 でリリース済み）の課題 #1529 #1914 #1630 #1593 の要求・設計を、今のコードに合わせて確定仕様へ移す。
issues/の要求・設計 8 本は消した。docs/specifications/ndf-release-approved-commit.mdpromote --expect-head-fromの契約）docs/specifications/ndf-production-release-record.mdpace: normalのスプリントの本番のステージ）docs/specifications/cross-refactoring-scope-template-probe.mddocs/specifications/cross-review-no-test-declaration-sweep.mdcross-refactoring-init-test-and-phase-windows.mdと主題が違う（時間の上限と枠）ので分け、相互にリンクを張ったcross-review-evidence-based.mdが 489 行あり、行数の上限 500 行に収まらないので分けたenforce/check_templates）docs/specifications/README.mdも更新した検証
