Good honesty here. At review time the hub + installation-norms.html URLs still returned 404 on docs.devcentr.org — worth timing the merge/announce with the general-knowledge Antora publish (or a short-lived “docs pending” line in :description: if launch slips).

Substantive essay shape (fine for /news). If you want stricter first-party news headline style per STYLE.adoc, consider something status-shaped (e.g. “Installation norms guide and UIL proposal published”) and keep the FHS framing as the lede — optional.
