权限认证后访客打本应用 visible/use 失败。改为发布放行当前应用，config 一行存开关和操作员，下游知识库/工具仍按所选人鉴权。 Co-authored-by: Cursor <cursoragent@cursor.com>
新增测试用例以确保不同应用的配置行独立写入，验证删除操作的正确性，以及检查访客权限逻辑。涵盖了对未登录用户的默认设置和分享权限的处理，确保系统在不同场景下的行为符合预期。
