Plan a standalone `skaza` Rust crate under `crates/skaza/` that discovers
Rust mutation candidates without executing them, copying and simplifying
the Rust-only source discovery, six mutation operators, Tree-sitter
queries, candidate deduplication, and skip rules from Ooze.

The plan defines the `--src`/`--limit`/`--format` CLI contract, acceptance
criteria AC1-AC11, and independent Skaza flake checks, while narrowing the
CLI Nix source fileset so Skaza edits leave `sce` derivations unchanged.
Mutation application and execution are deferred to a follow-up.

Introduce the standalone `skaza` package under `crates/skaza/` as the
foundation for discovery-only Rust mutation candidate finding. It ships
its own lockfile and is not part of a root workspace, so `cli/` stays
untouched.

`skaza::Args` (clap derive) exposes exactly `--src` (repeatable, default
`.`), `--limit` (`NonZeroUsize`, default 10, actionable error on 0 or
non-numeric input), and `--format` (`text`|`json`, default `text`), with
no subcommands. `main.rs` only parses arguments; the `source`,
`mutation`, `rust`, and `report` modules are empty placeholders, and
`queries/rust/` and `tests/` are reserved. Unit tests cover defaults,
repeated `--src`, explicit values, zero/non-numeric limit, invalid
format, and subcommand rejection. Ignore `crates/skaza/target/`.
