Implements the frozen AI Film Studio design baseline and IMP-001 fail-closed baseline guard.\n\nEvidence:\n- frozen Master SHA: 1ff9383d713dfaab309d3f36cc83cf05e8932c1bc07f68682e2e12a488c77287\n- frozen audit V5: PASS\n- targeted guard tests: 9/9 PASS on Python 3.13\n- local unaffected regression: 371 PASS; three existing Windows-only /tmp path assertions are documented\n- guard added to GitHub Actions before unit tests\n\nHistorical design corpus is intentionally versioned; _incoming staging ZIP is excluded.
