…n the hub coco_toolchain gains an optional `version` attribute, exposed on the ToolchainInfo. The generated download toolchains set it to their popili version and the local one to "local"; a bring-your-own toolchain may leave it empty, meaning unknown. The hub BUILD now also declares @coco_toolchains//:registry (CocoVersionRegistryInfo with host, has_local and the registered versions) and @coco_toolchains//:registered_versions, a string-list build setting defined by a skylib-free rule so WORKSPACE mode can load the hub before skylib is fetched. Purely additive groundwork for the version-pinning diagnostics, checks and package self-pin.
