Objective
Provide the held scheduler startup prerequisite identified by the weighed outside review on cbusillo/launchplane#3268: cbusillo/launchplane#3268 (comment) .
Finish Line
A scheduler-only launch requires the exact committed cutover run marker before any Odoo registry load, runs cron with HTTP disabled, and does not repeat initialization, environment overrides or admin password writes. Credential-ordering failure tests cover missing/mismatched markers. The completing PR lands through the train with ordinary devkit and consumer-build gates.

Launchplane writer-binding PR #4846 is this session's continuing work on #3268; installed host/isolated qualification remains its native child #4844, and real-release acceptance remains with #3268/#3237. No new action belongs to #271. Its task worktree/branch will be retired with the host helper after claim release, once the already terminal review/watch/train processes have exited.
