A passed drill now counts only when its acceptance was recorded at or after ROLLBACK_DRILL_CODE_CHANGED_AT. Q749 asks for the CM website rollback to be retested on current code; about 30 release and rollback commits landed since its October 8 drill. Refs #4688

This PR lands Launchplane's tested candidate
a42ef3ba5e3e16ca8f9020da027f48d644bb5048through the protected merge endpoint. Constituent PRs and reviewed heads:b51e7a69ecaab6d93f707e986bf12a51bc06527665ccce8c76f54181865f0fbba9677490b031c686Launchplane revalidates every constituent and records the shared landing effect. Keep source PRs and branches intact. Let the Launchplane controller merge this PR; do not merge it by hand or update its generated branch. An out-of-controller merge without a preceding admission remains fenced for explicit reconciliation. The controller confirms constituent completion after landing.
