Adds transparent Axelar (paid/self-relay, Solana executable envelope, strict base58/StrKey identities) and LayerZero V2 oracles with constructor-only bounded chain mappings, plus Stellar transport tests. MessageEncodingLib now rejects trailing message bytes.
