ubuntu (source) major 24.04 → 26.04

The base must remain digest-only because the Dev Containers resolver rejects tag+digest. Confirm the proposal stays on Ubuntu 24.04 unless a separately approved release-family migration is intended, and verify both linux/amd64 and linux/arm64 manifests.
