immutable full commit SHAs: both rust-toolchain references currently using
stable and both actions currently using v2. Retain comments identifying the
referenced versions while preserving the existing workflow behavior.

Pin all four release-workflow action references to full commit SHAs. .github/workflows/cd.yml grants contents: write at workflow scope. The two stable and two v2 references are mutable upstream references. Pin both occurrences of each action and retain version comments.

PR #48 pinned dtolnay/rust-toolchain and softprops/action-gh-release to SHAs that do not exist, so the v0.7.0 tag push failed CD in 12s with 'unable to find version'. This switches those two steps back to floating tags (@stable / @v2, same as v0.5.0 era and CI). Also backfills the missing dated 0.7.0 changelog section (release automation never ran because CD never succeeded). Merging will patch-bump to v0.7.1 for the actual release.
