feat(devtools): add bounded Jev browser checks

Add an opt-in Jev controller for bounded browser checks in the site's agent workflow. A reviewed plan lists permitted controls and values; deterministic Playwright assertions and optional reload checks establish completion. Semantic text checks remain advisory and return a nonzero result when review is needed.

The helper validates pinned-model typed responses and bounds calls, input, time, and estimated spend. It rejects stale targets and origin changes, keeps credentials out of browser processes, and reports missing usage as unknown. Port the established shared Playwright session wrapper so this repository respects the machine-wide browser lock, and update the shared/generated browser instructions. This is development tooling only.

For pages with asynchronous account/directory initialization, such as Seedit, a control replacement during the model round trip now discards the stale decision and permits up to two fresh observations and choices. No stale action executes; these replans consume the existing step, request, and time budgets, and continued churn returns incomplete.

Review fixes: --baseline now requires explicit --live; relative CLI overrides resolve before the temporary working directory is entered; wrapper close warnings produce cleanup_failed even if the wrapper exits zero. Bounded, key-redacted plan references identify failed inputs without copying URL query/hash data. URL assertions use canonical URLs, and Jev configuration is checked before opening a browser. Each behavior has offline regression coverage.

Validation:

• Node 22.12.0: all 43 Jev fixtures pass, including transient replacement, continued churn, and existing request/step-budget regressions. The unchanged repository workflow/hook suites previously passed all 23 tests.
• Workflow sync/check, helper help, scoped oxfmt check, shell syntax, executable wrapper mode, and diff whitespace check pass.
• The new wrapper is byte-identical to the established 5chan wrapper.
• The shared implementation completed a real four-action 5chan settings/persistence flow: deterministic baseline 20.102s; Jev 23.336s with four requests and an estimated $0.001645. This is shared-helper evidence, not a Forge site smoke test or a speedup claim.
