The IT can create a pipe before IoTConsensus followers have replayed the deletion mods. Historical extraction may then read a stale TsFile and send 11000 t10 rows instead of the expected 1000. Pin table-dialect reads to every sender DataNode and wait for all expected sg2 deletion counts before CREATE PIPE.
Verification: focused IoTDBPipeTsFileDecompositionWithModsIT passed (1 test, 0 failures). Spotless and test compilation also pass.
