Supersedes #456

Pythonnet 3.2.0 changed some internal types (ModuleObject.cache and ModuleObject.allNames) so they're no longer serializable, which broke serialization of the runtime state on shutdown (in RuntimeData.Stash). We don't need this runtime serialization, so I've disabled it by overriding the formatter type.

Just removing the EnableUnsafeBinaryFormatterSerialization is actually enough to fix this, as PythonNet now falls back to a no-op formatter if this is disabled. But I think it makes sense to explicitly opt-out.

Unrelated drive-by fix: venv doesn't have a create command, this was actually creating two venvs, one named create and one named arrow-dotnet-dev
