Fix docs workflow failure in Machine-readable artefacts job

The Machine-readable artefacts GitHub Actions job was failing before any schema validation ran. The failure came from actions/setup-python being configured with pip caching in a repository that does not contain a Python dependency manifest.

• Root cause

  • actions/setup-python was invoked with cache: pip
  • the action now requires a cache dependency file such as requirements.txt or pyproject.toml
  • this repository installs validators ad hoc and does not define either file

• Change

  • remove pip cache configuration from the Python setup step in .github/workflows/docs.yml
  • keep the existing validator installation and machine-readable artefact checks unchanged

• Effect

  • the job proceeds to the intended JSON schema / registry validation steps instead of failing during environment setup
