Port of f339beb (observer-firmware-dev) for the flasher doc sync. Drops the Heltec V2 slot note; those envs are not on this branch yet.

Ports the observer docs refresh from #67 (merged to
observer-firmware-dev) so the flasher site picks it up.sync-flasher-content.ymlonly runs on pushes to this branch.Same content as #67 except the Heltec V2 slot-limit note, which is dropped because the Heltec V2 observer envs aren't on this branch yet. It returns with the next dev→prod merge.
