IR-957: process module on semantic-core 0.3.3

Updates the module declaration, TypeSpec dependency and npm lock, and three generated-schema references to the published semantic-core 0.3.3. The module version remains 0.2.1, following the previous semantic-core update convention; this PR does not tag or publish a module release.

Verification on exact head 1eea2426c3fefd57971258ef9c6c4e42468ec283:

  • npm registry returns @agent-ix/semantic-core@0.3.3; npm install --package-lock-only resolved the GitHub Packages tarball and integrity into semantic/package-lock.json without hand editing.
  • npm ci --ignore-scripts and npm run check passed; 64 generated schema files are current.
  • quire-rs #541's Rust spec_validate at c01b94d7 loaded this process module with ISO PR Traces To has no form for a retired row, which by definition traces to nothing #61's final module bytes and checked 172 documents: 0 failed, 41 advisory warnings, 9 existing Phase-7 exclusions. Log: qualification-logs/ir957-grounding/quire-rs-final-modules.log.
  • git diff --check passed. No test suite or Kani gate was run for this manifest/config and generated-schema change.

Independent diff review is requested. The two provider modules are validated together; ISO PR #61 carries the paired module update. Prior IR-957 remeasurement and exact heads are recorded on the ticket. This PR does not publish a provider release.
