Summary

• Add #[implements("ID1", "ID2")] under trace_tags.implements while retaining the existing Rust Implements: line-comment declaration. Python and TypeScript forms remain declared. Both Rust forms mint production scope, never verification evidence.
• Add the optional Analyze combined nonfunctional/stakeholder coverage table declaration and split FR-004 criteria into separately checkable rows. Module version is 0.2.2.
• Keep current Rust comment consumers credited. Retiring that marker is a later consumer decision, outside IR-868.

Review and known engine gaps

The branch remains draft. The installed Quire engine credits line-shaped attribute text inside Rust block comments and multi-line raw strings. FR-004-AC-27/TC-156 remain Blocked; the negative probe xfails for that measured behavior. PLAT-1181 owns syntax-aware binding. The corrected attribute pattern credits valid trailing comments and same-line items (FR-004-AC-29/TC-158).

quire validate --module <candidate> <TestMatrix> still reports unknown type 'TestMatrix', so FR-004-AC-23/TC-152 remains Blocked pending a valid/invalid combined-table engine check. The manifest declaration and status rows do not claim that behavior complete.

Independent review artifacts SR-028 through SR-033 are in reviews/. The same reviewer will disposition the additive Rust-comment correction on the frozen head. No module release is requested by this PR.

Focused verification

• PYTHONPATH=. pytest -q -o addopts='' tests/test_traceability_declaration.py -rx: 33 passed, 1 expected xfail for PLAT-1181.
• Ruff changed-file check, Black 26.1.0 changed-file check, and git diff --check: passed.
• Quire validation of edited FR-004 and test-matrix documents: passed with existing advisory grammar warnings.
