The copied IR/CG/RT name-only checker accepts different crate names from the same Git repository at different resolved commits. This spec defines the single distributed
quire check-lock <Cargo.lock>...command, with per-lock duplicate-name and normalized repository-revision refusals, typed malformed-input/I/O outcomes, deterministic diagnostics, and the required old-checker counterexample control.FR-027 and US-008 own the developer gate. StR-004 receives a narrow Cargo.lock exception while Markdown artifact semantics remain upstream; the private repository qualification package remains private. Release and per-host receipts are explicitly future qualification; IR-641 retains consumer adoption and script removal.
