概要
公開中の14リポジトリを用途・利用先とともにPUBLIC_REPOSITORIES.mdへまとめ、READMEとOrganizationプロフィールから案内します。Portal・Wikiへの入口と、World Foundationの設計資料／閲覧サイトの区別も明確にしました。
共通運用方針には、内容のレビュー・CIとGitHubの承認人数を分け、別の1人の承認を一律必須にしないことを記載しました。PR必須ルールとCMSの直接保存の関係、CMSの権限制約、リポジトリ公開前後の確認もまとめています。

方針の記載によって各repoの設定が自動変更されるものではありません。関連する実設定確認では、PortalのPR必須条件だけを解除し、その他の保護設定が不変であることを確認済みです。
元のworktreeの日英版未コミット変更は保持しています。非公開候補名や調査の秘密情報は公開文書に含めていません。
