Rewrite bilingual README front door

Summary

• Rework the English README into a concise acquisition-focused front door for people cloning CapstanAI LabNote for their own project work.
• Add a protocol-matched Simplified-Chinese README and localised supporting-document route.
• Add English and Simplified-Chinese documentation indexes, “Why LabNote?” guides, and project provenance records.
• Remove source-specific dynamic release/CI badges that would misrepresent a template-derived copy’s own status.

Validation

Passed locally against the current main baseline:

• generated registry-view check
• generated-view smoke test
• Markdown link smoke test
• locale invariants
• locale freshness (45 paired surfaces)
• tag-promotion guard regression tests
• git diff --check

The full GitHub Actions Registry validation workflow remains the merge gate; the local environment lacked the declared jsonschema development dependency.

Scope

Documentation and localisation only. No registry schema, runtime path, machine field, workflow rule, or generated-view change.
