Uploader: require a template before uploading - #10

The NBLAST button was enabled as soon as a file was chosen, so uploads went out as '&VFBu_…' or 'Select&VFBu_…' and could only be rejected by the pipeline (15 of 31 waiting uploads on 2026-10-12). Same fix as VirtualFlyBrain/geppetto-vfb#1820. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Same defect as the v2 uploader: the NBLAST button was enabled with no template chosen, so uploads arrived as
&VFBu_…/Select&VFBu_…and could only be rejected. The button now needs a template from the configured list, and the action guards it. Counterpart of VirtualFlyBrain/geppetto-vfb#1820; backend VirtualFlyBrain/VFB_similarity_import#20.🤖 Generated with Claude Code
