Summary
Adds an explicit mission and in-process Python reference architecture for Orca.
Links the repository to the published UDST project directory and organization-level scope policy.
Scope
The committed change is limited to
README.rst. It does not alter Orca's code,dependencies, or license.
The repository's default branch and branch protections were updated separately
as part of the maintenance work tracked in #63; those settings are not changed
by this pull request.
