Complete Issue 016 blind relational completion audits

Summary

• add the blind exact 016.02 observed-symmetry completion baseline, with its deterministic runner and machine-checkable certificate
• add the 016.05 canonical I/K/W factor ablation, which identifies H_KI as the sole inclusion-minimal constitution within the nine tested constitutions that reproduces all 24 full-group singleton completions
• add the 016.08 component-locality comparison: same-component locality matches H_KI on all 24 handed queries, but only 24/48 unresolved internal pairs across the relevant component class
• add the 016.11 query-independent exhaustive saturation audit, which finds one component-preserving locally maximal linear completion with 56 blocks (eight additions) and reproduces all 24 handed singletons
• advance topographo to 0.8.6 and complete the 0.8.6 changelog entry

Scientific scope

These are deterministic finite, conditional-sufficiency results. H_KI minimality is only within the declared nine-constitution lattice. Component preservation and local maximality are explicit completion constitutions, not consequences of observed disconnectedness. This PR makes no certified-target, necessity, unique-global-law, geometry, physics, or neural-learning claim.
