T16 — contributor foundation and private engineering beta

Added README setup/demo/keyboard/fix-rerun flow, architecture, public module-author tutorial/templates, test guide, CONTRIBUTING/SECURITY, privacy/scope docs, CHANGELOG, issue/PR templates and release checklist separating automated/manual/participant gates. Static local module registry and optional generic Inspect controls let authors add simple reviewed modules without extension edits; new activation is blocked during audit, Reset clears transient flags. No new dependency, permission, backend, telemetry or remote loader.

Final review added a controlled opt-in broken/fixed Tab-loop fixture (always-safe Escape exit), with actual focus observation/repair E2E. Corrected known excluded-frame counting across open shadows and disclosed late-attached shadow tracking limits. Validates normalized report schema/version/5 MiB budget before panel publication, with explicit invalid/oversized adapter error test. No partial report is published. These shared changes received the full gate.

Final pnpm verify exit 0: lint/typecheck/production build, 22 unit, 4 component, 33 actual loaded-extension tests, 3 visual tests. Native production action/activeTab/restricted-page feedback, all lifecycle/export/color regression gates pass. Final five 10k activation samples: median 139.96 ms, worst 429.57 ms; raw hardware/browser samples in docs/performance-final.json. Production package repeated with identical SHA-256 f399ef74bc0a1dbdece57a69b082fe5eb8fd0c4c7a815fb54b0a24c879c7ed66; sha256sum -c exit 0, 22 files.

Fresh source checkout /tmp/accesslab-clean-T16: frozen install exit 0; followed tutorial by copying the module/unit/browser templates and adding one packages/modules registry entry. Lint/typecheck pass; one meaningful unit test checks invalid config and 20 cleanup cycles; one real-extension browser test verifies generic control, exactly three outlines, Reset/Close. Final-candidate extension sources are byte-identical across all 16 files before/after contributor changes. Agent opened artifacts/tutorial-module.png: labelled native control, three visible heading outlines, legible panel, host geometry preserved. Initial command from the wrong checkout produced zero tests and was not counted; correct checkout runs execute/pass the test.

Cloud install/startup instructions executed and saved with necessary network hosts (docs/cloud-environment.md). Draft persistence confirmed; environment publication is product/user controlled. Optional CI artifact/log downloads still egress-denied here, so no downloaded CI metric/artifact claimed. Actual T15 remote CI success/run URL recorded in its evidence; T16 merge is gated by reported Verify and package plus repository checks on the PR.

No human stable-Chrome install/real-zoom/screen-reader/disabled-participant evaluation took place; separate release gates remain pending. This is a private engineering-beta artifact, not a public validation or store release. T17 is explicitly optional v0.2 requiring separate selection in the plan, marked blocked/unselected rather than fabricated as done.
