Make the Pending check part of the status write transaction.
withRedisLock uses a 300-second lease without renewal. If the first callback remains in its awaited database work after the lease expires, a second request can acquire the lock and also pass the Pending check.
The later prisma.grantTranche.update filters only by { id }, so both requests can persist different decisions. The approval path also updates GrantApplication.totalTranches before the tranche write. A losing approval can therefore leave application totals inconsistent and both requests can schedule decision-specific side effects.
Use a database transaction that conditionally updates the tranche with status: 'Pending'. Roll back the application-total update when that conditional update loses the race.
