feat: enable continuous repository monitoring

Phase 11 — Continuous Monitoring

• Webhook repository events now enqueue monitoring jobs in Redis.
• Adds bounded retry handling for failed analysis jobs.
• Adds a protected /api/internal/monitor worker endpoint.
• Worker processes up to 3 jobs per invocation and reuses the existing 9-dimension analyzer/history persistence.
• Adds a 5-minute GitHub Actions scheduler.
• Adds queue unit tests and monitoring configuration documentation.

Deployment configuration: repository variable DEVLENS_MONITOR_URL should contain the production dashboard origin; repository secret CRON_SECRET must match the dashboard environment variable.
