fix: simplify notifications and extend runtime timeout

Summary

• keep runtime notifications focused on total equity, nonzero holdings, supplemental content, and trade or cycle result
• add a shared compact-section adapter with explicit localized supplemental lines
• raise Cloud Run request timeout to 600 seconds and Gunicorn timeout to 570 seconds so the service worker stays below the platform deadline

Verification

• 109 tests and 11 subtests passed
• runtime workflow shell tests passed
• Ruff passed
• git diff --check passed

Production note

The current live revision still uses the 300-second timeout. Deployment and a later natural scheduled cycle are required to verify recovery.
