Update the update-pgm-wheel-version workflow to use the CI_BOT_APP_ID and CI_BOT_PRIVATE_KEY secrets instead of the release bot credentials. This ensures the workflow authenticates with the correct bot when creating GitHub App tokens. Signed-off-by: Mahmut Tumkaya <mahmut.tumkaya@alliander.com>
