Take away the "in all" role

A smaller issue, but one we shouldn't forget - with the new bot, we can get rid of the "in all" role, and just assign every individual role to anyone who types "join all" in the opt-in channel. This makes channel permissions a lot less of a headache, and allows people to ping everyone in a certain channel (would be used by channel mods in cases like the one I described in #21).

Haha, right after I post this 3f gets confused about it; wants to opt out of the anime channel but he has the all role instead of the separate ones.
