Website edits now accumulate on development without a version bump or deployment per fix. Enable website CI on development pushes and document independent version preparation followed by a development-to-master release PR using a merge commit. Existing master-only version-gated Hetzner deployment is unchanged.
Development has already been created from the current master and made the default branch. Merge this PR into development. Package versions are unchanged, so this PR does not release the website.
Validation: actionlint for both website workflows, three release-gate tests, and git diff --check passed. Website assets and build code are unchanged.
