Documentation edits now integrate through development before promotion to master. Enable documentation CI on development pushes and explicitly restrict the deployment build to master, including manual dispatches. The production environment already allows only master.
Development has already been created from the current master and made the default branch. Document merge-commit release promotion and synchronization back to development. Merge this PR into development; this merge does not publish documentation.
Validation: actionlint for both documentation workflows and git diff --check passed. Documentation source, dependencies, and API snapshot are unchanged.
