Looks like forks can't write to the registry. Found this: https://github.com/orgs/community/discussions/69331#discussioncomment-7206091.

@alexlovelltroy @travisbcotton @smehta99, this has gone stale, do we want to keep this open?

@seantronsen I've resolved conflicts, this is still necessary to avoid PR test failures for forks at the minimum. Forks can't push to GHCR which I think is what causes forked PRs to fail.

@treydock Gotcha, I can ping @alexlovelltroy and @travisbcotton about this on Monday.

FWIW, I cannot guarantee this will get merged, but I can guarantee your proposed fixes will be enacted soon. I've been working on consolidating all org actions for reusability. During the process, I essentially rebuilt everything from the ground up, uncovering many bugs and making improvements along the way. The issue you've cited here is one of the cases those changes handle.

If you'd like to know more about ongoing updates, you can monitor https://github.com/OpenCHAMI/github-actions/milestone/1 and subscribe to OpenCHAMI/github-actions#45 .

I'm trying to have all the changes merged and configured across all our repos before the SC26 conference mid November.
