feat(stratus): handle credential reference (#7882)

Proposed changes

• Make Stratus use the common secret process, make it use the secrets provided by OpenAEV

Testing Instructions

1. On OpenAEV, start a Stratus inject with a credential from the credentials list on OpenAEV.
