Summary

• Terraform in infra/gcp/ creates a new GCP project (Path A: Generative Language API). Does not import opencre-vertex.
• GitHub Actions workflow GCP IaC is workflow_dispatch only, plan unless confirm_apply=APPLY, environment gcp-iac.
• After apply, PATCHes named Heroku LLM config vars only (scripts/gcp/patch_heroku_llm_config.py).

Stacked on #1090.

Test plan

• make gcp-iac-validate
• python -m unittest application.tests.gcp_patch_heroku_llm_config_test
• Workflow is plan-only unless confirm_apply=APPLY
