fix(previews): reap unlabelled stages and stop skipped runs cancelling teardown - #1586
Conversation
…g teardown A push to PR #1564 right after its preview label came off cancelled the teardown mid-destroy, and every orphan sweep kept the stage because the PR was still open. The sweeps now treat an open PR without the preview label as retired, and runs that neither deploy nor tear down get their own concurrency group. The live-preview cap drops to 3, the number of VPCs the prd account's us-east-1 quota leaves for previews.
Maple review🟢 Confidence 10/10 · safe to merge Reaps preview stages for open-but-unlabelled PRs, gives runs that skip both deploy and teardown a unique concurrency group so they can't cancel a destroy, and drops the live-preview cap to 3. The logic holds for every trigger and is safe to merge.

deploys using the same per-PR lifecycle group, and recheck the preview label
immediately before destruction begins so a restored label prevents cleanup of a

A restored label can redeploy a stage the sweep just judged retired, so the stage sweep now leaves a PR alone while a preview run for it is active.

Follow every Link: rel="next" page for both run statuses.
per_page=100 does not include a run on a later page. When the target run is beyond the first page, hasActivePreviewRun returns false. The sweep then runs alchemy destroy --stage pr-${prNumber} while the preview workflow is still active. This can remove the active preview and make the deployment fail. A rerun can recreate the preview, so the impact is narrow but recoverable.

Why
PR #1585's preview failed with
VpcLimitExceeded. Looking into it turned up a way for preview stacks to leak:previewlabel came off, so its teardown started. A push to the same PR a few minutes later joined the samepr-preview-<n>concurrency group and cancelled the teardown mid-destroy (run 39311690590: "Destroy PR preview stack" cancelled). That push run was itself skipped, since the PR no longer had the label. What changes
scripts/lib/pr-state.ts: the shared check now answers "is this preview live?" (open and labelledpreview) instead of "is the PR open?". All four sweeps (stage, Workers/Queues, Hyperdrive, Tinybird) use it.tinybird-pr-branch.tshad its own copy, which is gone. An unknown state still means "don't delete".deploy-pr-preview.yml: only runs that deploy or tear down join the PR's concurrency group, using the same test as the job'sif. A run that would skip both gets a unique group, so it can't cancel anything.MAX_LIVE_PREVIEWSgoes from 8 to 3, so the 4th preview fails at the cap check in seconds.pr-state.test.tsruns in CI's script-test step.Evidence

An open, unlabelled PR is reaped on the next 6-hourly sweep even if its own teardown is still running. That's a concurrent destroy of a stage that's already going away; both are idempotent.
