docs(rules): write this batch's rule files in English - #421

Every .md in this repository is English. Five rule files written or touched in the current batch were French, and one of them was French because I translated it that way: the emitter rule arrived in English and I rewrote it, reasoning that the eight most recently written rules were all French so the corpus was trending that way. The sample was real and the conclusion was wrong -- recency in a corpus that is roughly half and half is not a style rule. That file is restored to the text the implementation shipped with, whose content was never in question. burst.md, animations-compose.md and shatter.md are translated in full. continuous-presets.md and draw-progress-stroke.md had an English body and a French section, or the reverse; both are now English throughout rather than bilingual. No content changes: same claims, same tables, same examples, same links.

Not in this PR
The rest of the corpus is still mixed — roughly half the 80 rule files are French,
as is most of
CLAUDE.md. Translating those is its own piece of work rather than aside effect of this batch; say the word and I will do it as a separate pass.
