1. Release Notes & Changelog Quality Gate

Enforced via .github/workflows/pr-checks.yml:
- Fails the PR if release notes are missing.
- Passes when:
  1. CHANGELOG.md has changes under [Unreleased], OR
  2. The PR description has a filled out ## Release Notes section, OR
  3. A skip label is applied to the PR (skip-changelog, no-release-notes, dependencies, chore).

2. Release Drafter & Automated Release Notes Generator

.github/workflows/release-drafter.yml + .github/release-drafter.yml:
- Automatically drafts release notes in GitHub Releases as PRs are merged.
- Categorizes changes into:
  - 🚀 Features & Enhancements (labels: feature, enhancement)
  - 🐛 Bug Fixes (labels: fix, bug)
  - 🔒 Security & Compliance (labels: security)
  - 🛠 Build & CI/CD (labels: ci, build)
  - 📚 Documentation (labels: documentation, docs)
- Auto-increments semver version tag (v1.0.1, v1.1.0, etc.) based on PR labels (major, minor, patch).

3. Standard `CHANGELOG.md`

Created CHANGELOG.md based on the Keep a Changelog standard, pre-populated with [Unreleased] and [1.0.0] milestones.
