DRAFT, source only, stacked on the closed S1 head b0a41bc so the diff is J1 alone. Row feb9dc8b (cox J1-J6). Adds next/release/ship/install/project_key.py (private 0400 key-file opener, derived key id, UnlockSession) and implements make_secret.py at component level over the closed doubles. Not merged by the author; Kai authorizes the final merge, Hale reviews one round. Known gaps: actual Core/S4 join not run, no native identity/reboot/second-user proof, new tests not registered in .github/next-offline-suites.json (not owned).
