Summary

• Restore the complete Beta 1.1 source, including the WebP fix and original logo/icon resources.
• Add English and Spanish READMEs, MIT license, third-party notices, and download links.
• Replace incomplete bootstrap files with the actual project.
• Build a self-contained Windows x64 portable ZIP and Inno Setup installer; include SHA-256 checksums.
• Validate packages on pull requests and publish the prerelease after integration into main.

Verification

• All 61 uploaded files verified against local Git blob hashes.
• Application source matches the original Beta 1.1 archive.
• XAML/project XML, image resources, workflow structure, and local documentation links validated.
• Windows compilation and packaging must pass before integration.

Notes

Packages are unsigned. Portable and installed builds store user data in %LOCALAPPDATA%\VNAR. Locale Emulator is downloaded separately only at the user's request.
