fix(ci): mcpb 發版檢查關閉 uv cache，避免重試讀到舊的 PyPI index - #27

0.0.11 發版時 mcpb job 失敗：PyPI 剛發佈、index 尚未更新，第一次 uv run 查到「沒有 finmind-mcp==0.0.11」，這份 index 回應被 uv 快取， 之後 4 次重試（每次間隔 60 秒）都讀到同一份快取，永遠解不出版本。 修改檔案： - .github/workflows/publish.yml：「Install & launch like Claude Desktop (from PyPI)」步驟加上 env UV_NO_CACHE=1，每次重試都重新查 PyPI Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

mcpbjob 失敗（run 36852047457）：PyPI 剛發佈完、index 還沒更新，第一次uv run查到「沒有finmind-mcp==0.0.11」。這份 index 回應被 uv 快取，之後 4 次重試（每次間隔 60 秒）都讀到同一份舊結果，所以重試永遠不會成功。修改
publish.yml的模擬安裝步驟加上UV_NO_CACHE=1，每次重試都重新查 PyPI。驗證
UV_NO_CACHE=1對 0.0.11 執行build_mcpb.py+check_mcpb.py：5 tools，通過finmind.mcpb已透過重跑失敗的 job 補上（新的 runner 沒有那份快取）
