Adds Ethical-Tech-CoLab/project-startup-guide as a new card under the Guidelines shelf on /publications, using the same card formatting as the existing Guidelines entries (Published badge, checklist cover motif, "View source" link to the repo).

  • Placed first in the Guidelines list, as requested — it is also the most recently pushed entry on that shelf (Sept 29, 2026, vs. Sept 8 for the Cyber Dictionary and July for the rest), so "most recent to earliest" and "first in the list" agree.
  • url points at the project's own interactive dashboard (https://ethical-tech-colab.github.io/project-startup-guide/) since, unlike the Cyber Dictionary, this repo has no on-site reader page — the dashboard is the way to read it.
  • repo points at the GitHub repo, surfaced via the existing "View source ↗" link in the card's detail view.

Verified: lint, typecheck, check:content, a full build, and the built HTML directly (card renders first, "9 reports" count, correct title/link).

Snapshot regenerated from the Linux CI artifact rather than a local Windows build — see the commit message and UPDATES-NEEDED.md UPD-019 for why.

New public repo and interactive dashboard (think in documents, review
with a human, then build — four templates with a human-review gate
before work moves forward). Placed first in the Guidelines shelf as
the most recently published entry, ahead of the Cyber Dictionary.

Sourced from the Linux CI workflow_dispatch artifact rather than a
local Windows build, per the UPD-019 workaround in CONTRIBUTING.md
section 4 — a full rebuild on Windows reliably picks up the same
platform-dependent lab() color rounding difference even when no
Tailwind utilities changed, which would otherwise rename the shared
CSS chunk and inflate this diff with unrelated churn.

Two separate Linux rebuilds of the same commit were observed to emit
the same <head> tags on these routes in a different order (a <title>
and a <meta name="robots"> swapping places) -- a race in Next.js's
own default export-mode 404 handling, not anything in src/. Confirmed
by downloading two workflow_dispatch artifacts of the identical commit
and diffing them byte-for-byte: same length, same content, only tag
order differs.

Excluded the same way __next.* already is, with the same reasoning
recorded in UPDATES-NEEDED.md as UPD-020. Any real content regression
on these two routes (e.g. a broken header or footer) is still caught,
since the shared layout also renders on every other page and those
remain checked.
