The public project now builds and runs without the retired DrRemote Maven server. This refresh updates PostgreSQL and SQLite, adds DuckDB, and preserves the existing public Maven artifact names.

• Add Java 17/21 CI with a PostgreSQL 17 test service, embedded database tests, actual Karaf feature-resolution checks, and downloadable build outputs.
• Replace stale version/installation instructions with an English source-build quick start, configuration/usage guides, upgrade notes, and a buildable SQLite notes client.
• Keep feature descriptors synchronized with the Maven version/dependencies and declare dynamically published readiness services.
• Fix PostgreSQL fresh-schema placement, one-connection migration pool starvation, and connection leaks when advisory-lock acquisition fails.

Validation:

• GitHub CI passed on Java 17 and Java 21 with PostgreSQL 17, including the SQLite client build and uploaded artifacts.
• 36 tests passed on Java 17 and Java 21 against an isolated PostgreSQL 18 database, including mixed JDBC/psql migrations.
• Standalone source build passed with empty Maven settings and a fresh cache; the SQLite client builds independently after local installation.
• All three feature descriptors pass Karaf 4.4.11 / Java 17 dependency resolution.
• An isolated live Karaf check passed SQLite migration/readiness/notes insert-query and SQLite/DuckDB core readiness.
• Reviewed public ancestry and publication contents: private development history, Runtime integrations, deployments, settings, endpoints, and credentials are excluded.

This remains development version 1.1.0-SNAPSHOT. There is no new tagged release or Maven Central publication. See CHANGELOG.md for behavior changes and upgrade notes.
