feat: move free plan limits to their own staff page - #1314

A Free tier limits item after Training opens /admin/free-tier-limits, which loads the panel lazily like Accounts. Usage and billing no longer shows it. The min unit now sits inside the input instead of overflowing it, and the Save buttons get a little more room.
