Scope
Adds a Draft RFC proposing a versioned
comic-build-resultshape for confirmed failed attempts with no output, so O02's terminal validated-result prerequisite can coexist with O03's explicitly authorized rate-limit retry rule. It covers exact-version negotiation, migration, protected rate-limit evidence, cancellation interactions, timeout/integrity deferrals, and finite synthetic positive/negative fixtures.Reconciles current Comic Manifest 1.0.0 publication status in the live versioning, schema README, RFC index, changelog, and release checklist. Historical RFC/proposal wording and the immutable 1.0.0 schema, specification, bundle, tags, and releases are preserved.

No final Comic Manifest version/schema ID, compatibility classification, normative adoption, runtime implementation, consumer adoption, release, or production authorization is selected or requested by this PR. Owner review is still needed for including the conditional no-output cancellation mapping. VALIDATION_FAILED with empty output digests is excluded: verified provider bytes retain their actual digests; unknown byte presence stays blocked without a terminal result or retry.
