PivotViewer's scrollable viewport is not keyboard-accessible #349

Description

@woksin

PivotViewer's scrollable viewport (.pv-viewport, Source/PivotViewer/components/PivotViewerMain.tsx) is not keyboard-focusable. When the cards overflow the viewport, keyboard users cannot scroll to the cards that are out of view, and axe reports scrollable-region-focusable (WCAG 2.1.1 Keyboard).

The Storybook stories only pass axe because they size the viewer so that the cards fit. A story with a fixed 600px wrapper failed this rule in the CI browser run on #348.

Done when

  • The viewport can receive focus when it scrolls, for example tabIndex={0} with role="region" and an accessible name (localizable through PivotViewer labels). Arrow keys and Page Up/Down then scroll it.
  • A Storybook story where the cards overflow the viewport passes the axe run.
  • The PivotViewer keyboard documentation describes how the viewport scrolls from the keyboard.

Related: #328 (keyboard and screen-reader access for toolbar and filter controls).
